Can I be exempt from my military duties?

Citizens can apply for exemption from military duties at the National Commission for Objection of Conscience (CNOC). The conscientious objection request can be submitted by the interested party, after reaching the age of majority or being considered legally emancipated. Citizens to whom the CNOC recognizes the status of conscientious objector are exempt from their military duties.

Can I waive the status of conscientious objector?

To apply for the status, you must submit to the CNOC, in time (at least 30 days before the date of convocation), the request for recognition of the status of conscientious objector and, until the decision of this entity, your military obligations are suspended. This suspension occurs even if the statement of conscientious objection delivered to the CNOC is not accompanied by all the necessary documents, but to be attached within the period determined by the CNOC. The conscientious objection request can be submitted by the interested party at all times, after reaching the age of majority or being considered legally emancipated. It must be delivered directly, or sent by mail, by registered letter to the address located at Rua Rodrigo da Fonseca, No. 55, 1250-190 Lisbon, with acknowledgment of receipt and addressed to the President of the National Commission for Conscious Objection. The elements that must appear in the declaration are: - Name, number, date and place of issue of the civil identification card, marital status, residence, educational and professional qualifications, parish and recruitment center; - Formulation of religious, moral, humanistic or philosophical reasons that support the objection; - Reference to everyday behaviors consistent with the reasons given; - Indication of the military situation; - The express declaration of availability to fulfill the civic service; - The declaration of the non-existence of any of the disabilities provided for in article 13 of Law No. 7/92, of 12 May; - Do not work in the investigation, manufacture, repair or trade in weapons of any nature or their ammunition; - Statutory declarations by three citizens in full use of their civil and political rights, confirming the behavior of the declarant, accompanied by a photocopy of the respective civil identification documents, in order to prove their signature; - Declarant's birth certificate; - Declarant's criminal record certificate; - Photocopy of the declarant's Identity Card, or Citizen Card.

I missed the DDN, what can happen to me?

Citizens who fail to attend National Defense Day are left with their Irregular Military Situation. It is subject to: - Application of a fine that may vary between € 249.40 and € 1247; - Inhibition of the exercise of public functions, which in practice implies that you will not be able to apply for public tenders, to the Armed Forces and Security Forces; - Establishment of a new deadline for the fulfillment of the military duty to appear on National Defense Day; - In case of need to call, due to lack of personnel to meet the fundamental needs of the Armed Forces, the citizen who was absent is called preferentially; Failure to attend National Defense Day implies justification of absence. The absence from National Defense Day must be justified for the following reasons: - Illness or accident that makes it impossible to appear; - Family illness or accident, when the assistance of the summoned citizen is indispensable; - Death of spouse, ascendant, descendant or sibling, within the five days immediately preceding the call date for the DDN; - Marriage on one of the eleven working days immediately prior to the call date; - Birth of a child or adoption license for a minor; Internment, arrest or detention; - Examination at an officially recognized educational establishment, on the same day or in the days immediately following the date of call for the DDN. - Another reason that constitutes a situation of just impediment for the citizen, considering any event that is normally unpredictable.

How can I justify missing the DDN?

You must complete the Request for Justification of Absence, and send it by e-mail (putting "FAULT" in the subject), fax, or letter, attaching the documents: - Copy / Scan of the Citizen Card or Identity Card; - Document / Digitalization of the justification for the reason for the absence. Citizens who have been found to be at fault in the DDN may, as a way of regularizing their military situation (without prejudice to the initiation of a process of administrative offense for payment of a fine), request the waiver of the fulfillment of this military duty or alternatively present themselves in a active CDDNs.

What is the Military Ballot?

The military ballot is the official document that aims to attest, at the date of its issuance, the military situation of the citizens, regarding the fulfillment of military duties and where all the elements related to the military obligations of the national citizen are registered, such as the fulfillment of the DDN, the date of transition to the recruitment reserve or, in the case of ex-military personnel, to the availability reserve.
