- Health bulletin of dogs or cats with valid rabies vaccination; - Proof of electronic identification (SIAC Form); - Declaration of transfer of ownership (request from the Parish Council) signed by the previous owner and the new owner, where the first certifies that he has given the animal to the second; - Citizen card or identity card and tax number of the new owner;
SIAC is the Pet Information System that integrates the identification of pets in a simplified and unified way on a single platform available to everyone, from Veterinarians to pet owners.
It is mandatory for the seller to deliver the "Dogs and Cats Health Bulletin", where the self-adhesive sticker proving electronic identification must be affixed, in the case of being more than 6 months old (Decree-Law nº 314/2003, of December 17, art. 5). If it has been offered and you are not yet vaccinated, you should go to a veterinarian as soon as possible to be vaccinated. After identification by electronic method, you have 30 days to proceed with registration and licensing at the parish council of your area of residence (Ordinance No. 421/2004, of April 24, art. 2 and 3, revoked by DL 82 / 2019 of June 27). Annually, you must request the license renewal at the parish council where you registered (Ordinance No. 421/2004, of April 24, art. 4, revoked by DL No. 82/2019 of June 27).
You must go to the Parish Council in your area of residence, where the animal was registered to be discharged for disappearance and you must also inform the veterinarian who accompanies your animal.
Transponder / microchip marking and consequently registration in the database can only be carried out by the veterinarian. The implantation of the transponder must be carried out in the center of the left side of the animal's neck, after verifying that the animal is not already marked by another identification device. After the registration of the pet animal in the SIAC, it is automatically issued by the DIAC system, which reproduces, in physical or digital media, the data contained in the SIAC, which constitutes the Document of Identification of the Pets subject to the registration obligation in that system.
