• Elaborate and submit for approval of the Assembly of Parish the options for the plan and the budget, as well as its revisions;
• Execute the options of the plan and the budget, as well as to approve its changes;
• To acquire, alienate, or encumber the real estate of a value of up to 145.500€.
• Dispose at public auction, regardless of whether the authorization of the assembly of the parish, the real estate of higher value, provided that the alienation elapses of the execution of the plan and to the respective resolution has been approved by a majority of two thirds of the members of the parish entitled to vote;
• Elaboration and approval of the regulation of the internal control, as well as an inventory of all the assets, rights, equity obligations of the parish, and respective evaluation, and also accountability documents, to be submitted to the parish assembly;
• Execute, by contract or by direct administration, the works that are included in the options of the plan and have a budget suitable to be included in development management, which is approved by the parish assembly;
• Approve the urbanistic operations in the real estate integrated in the private equity domain of the parish, after prior opinion of the competent authorities.
• Elaborate and submit for approval of the parish assembly, the external regulations projects of the parish, as well as to approve the internal regulations;
• Discuss and prepare, with the city council, the contracts of delegation of powers and the implementation agreements, on the terms set out in the law.
• Submit to the parish assembly, for approval, proposals for the celebrations of contracts of delegation of powers and execution agreements, as well as the respetive resolution and, in the case of contracts for the delegation of powers, revocation;
• Discuss and prepare with the residents organizations the protocols for the delegation of administrative tasks which do not involve the exercise of the powers of authority, and submit them to the parish assembly for approval;
• Discusse and prepare with public and private institutions and with cooperatives that carry out their activity in territorial constituency of the parish the protocols of cooperation, in particular when the equipment involved is property of the parish, and safeguard its use bby the local community and submit them to the parish assembly for approval;
• Deliberate on ways to support the entities and institutions legally existents, in particular with a view to the execution of of works or the carrying out of the events of interest for the community, as well as with the information and the protection of the citizens rights.
• Decide on the projects for the construction and occupancy of the public highway, whenever required by the city council;
• Participate, as agreed with the city council, and in the process of elaboration of municipal plans of territorial planning.
• Collaborate, as agreed with the city council, the public discussion of the municipal plans and territorial planning;
• Provide consultation to everyone interested in the municipal plans and territorial planning;
• Support the activities of a social, educational, recreational, or other nature of the parish;
• Issue an opinion on the naming of the streets and squares of the towns and of rural settlements;
• Provide for the other public entities al the assistance that is requested, in particular in statics domains and other subjects of interest of the people from the parish;
• Collaborate with the municipal authority of civil protection, in the imminence or occurrence of a serious accident or disaster.
